"Arizona @ Your Service" is Arizona's government portal.  It is the "official
website of the state of Arizona."  It provides you with easy access to all
agencies and state services, including the

Services: Division of Behavioral Health Services
The AAR provides notices for rule changes and hearing.  It is published weekly.  You are able to choose the date and then scan for the agency of interest.
FirstGov.gov provides a variety of helpful information: a topical index, online transactions, links to state and local government, options to contact your
government, and other tools.  Also, you don't have to know the name of the government agency to get the information you want.
NAMI's national website includes information on advocacy, including NAMI's Legislative Action Center.  It also provides information about NAMI, mental illness,
NAMI's programs, state and local affiliates, etc.
