July 2, 2021 – During an extraordinary council meeting on Friday, July 2, the Jacksonville City Council unanimously approved the appointment of James Hubbard as Jacksonville City Manager. This comes after the announcement of the resignation of current City Manager Greg Smith on June 23, who will remain in his current position until August 12.
Mr. Hubbard served in local government for over twelve years. He currently serves as President of the Jacksonville Economic Development Organization (JEDCO), where he uses his skills to develop, manage, and track economic development. He has worked closely with the Jacksonville City Council and leadership on various projects across the city. Hubbard has worked at every level of local government from the park manager to the assistant to the City Manager of Colleyville City, where he served on the Executive Leadership Team and worked with the City Manager to implement Colleyville City Council guidelines.

Mr. Hubbard holds a Masters degree in Public Administration and a BS in Criminal Justice / Criminology from the University of Texas at Arlington. With a specialty degree focused on city tours, James gained experience developing a 5-year, fully funded capital improvement plan for critical infrastructure. James also focused on geographic mapping and asset management and served on development and charter review committees.
James has lived in Jacksonville with his family since joining JEDCO in 2017. James and his wife Amy have been married for 14 years. You have four children and are expecting their fifth child in January 2022.
